Hinge Action NOT in Zone #3 (!?)
We all know Hinge Action (2-G, 7-10, 10-10) is about controlling your Flat Left Wrist (although actual hinge is located on Left Shoulder) during Impact Interval. Hinge Action controls Clubface motion which is what Ball Control is about.
Therefore, its home on the Three Lane Freeway is Zone #3 (9-3). That's the Hands Lane and "includes all elements of Ball Control" according to Homer.
So WHY did Homer remove Hinge Action from Zone #3 and replace it in Zone #2 (Arms, Power, Force, Club control) in the 7th edition?

Hinge Action
In my opinion, it's not a crucial issue in that it doesn't change the nature of the hinge action, it's one of the classification issues where it could be in either one. But it's been moved from zone #3 to zone #2- after Homer received feedback from teachers concerned that having it in zone #3 implied that Hinge Action was something you did with your hands- and since that's not the case (2-G 3rd paragraph- "The Physics of Hinging is, that, Hitting or Swinging, "Roll" is actually imparted by the turning torso and/or the orbiting Arms....), Hinging was moved to zone #2.

Think like Homer and he even gave directions in how to do so. Grab a dictionary and look up a given word and see how it applies directly or a close approximation to golf and then use.
So then finesse is basically fine tuning. At that time when you apply your grip to the instrument and move it, no matter if it is good or bad, you are going to get a Hinge Action. There is more but I think it becomes quite clear then the "why" of the move.
As for the 7th Edition. There is none. What has been compulated and worked on are notes. So until that time a 7th Edition is released......
